Eltis user of the month - December 2011

Looking back, 2011 was a special year for Armin Wagner as he had the opportunity to work with the City of Lviv/Ukraine to help them to promote cycling as new mode of transport.

The City of Lviv has approved an ambitious development plan and envisages setting up 270 km of cycling infrastructure by 2019. Lviv is using a systematic approach to develop cycling infrastructure and to improve the situation for cyclists in a comprehensive way. This approach includes a working group on cycling, the development of technical recommendations, a cycling advisor and numerous other elements: http://www.mobilnist.org.ua/en/velolev.html.

Oleh Shmid, cycling advisor to the mayor of Lviv, is the key force in integrating and pursuing all efforts related to cycling - an interview with him can be read here: http://www.sutp.org/documents/DOC-SUTECA-OSHMID-EN.pdf

Key issues of the joint work included the development of technical recommendations as well as specific advice on design of cycling infrastructure. The work has been implemented in the framework of the project "Climate-friendly mobility in Ukrainian cities" with funding from the German Ministry for Environment.

In their work, Eltis was and is a regular source of information and inspiration - how have other cities tackled challenges, what are positive and negative experiences? They have also contributed four case studies translated into the Ukrainian language and one further case study about the Lviv-Cycling experience http://www.eltis.org/index.php?id=13&lang1=en&study_id=3169

Besides urban mobility, Armin is interested in petrol and diesel prices: price levels, transparency and price regulation – find out more on http://www.gtz.de/fuelprices

By education, Armin is Transport Engineer. After graduation at University of Dresden, he joined GIZ (German International Cooperation) and worked both at GIZ's headquarters near Frankfurt and in Ukraine, as well as in the Kingdom of Saudi Arabia and Syria. More about GIZ’ work can be found on http://www.sutp.org and http://www.giz.de/transport.
